If physical construction work on federal border security infrastructure inside Big Bend National Park resumes after Issuance and before Dec 1, 2026, then the market resolves to Yes. Only reporting from any of the Source Agencies qualifies for the purposes of this market. Reports that merely reference prior publications (from before Issuance) do not qualify. Republishing of content originally produced by other sources (e.g., wire services) only qualifies if the content is hosted on the outlet's official platform and the outlet is clearly identified as the publishing entity. Only work inside the boundary of Big Bend National Park counts. Activity elsewhere along the border, including elsewhere in the Big Bend Border Patrol sector and on state or private land, is outside this market. Federal border security infrastructure means patrol and access roads, vehicle barriers, fencing or wall, detection technology, surveillance towers, lighting and power lines installed for border security purposes. Work on any one component is enough, and it does not matter how the work is characterised by the agency or its contractors. Qualifying work is physical: disturbing ground, or erecting or installing any of that infrastructure. The following do NOT satisfy the Payout Criterion: Surveying, mapping, environmental review or planning that does not disturb ground Moving or staging equipment without physical work starting Restoration, revegetation or remediation of ground disturbed before the pause An announcement that work will resume on a future date
