If the U.S. Department of Energy announces issuing a solicitation to exchange or sell crude oil from the Strategic Petroleum Reserve before Oct 1, 2026, then the market resolves to Yes. A solicitation means a competitive Request for Proposal or Notice of Sale formally issued by the U.S. Department of Energy and open for bids. The solicitation must be newly issued after this market opens. An award announcement, amendment, extension or re-issuance of a solicitation issued before that date does NOT count A solicitation to purchase or acquire crude oil to refill the Reserve does NOT count A statement of intent, a budget proposal, congressional testimony or an inventory report that does not itself open a bidding process does NOT count A solicitation that is issued and later cancelled before award still counts, because the trigger is the issuance
