If EIA reports Rhode Island’s average residential electricity price for calendar year 2026 is above 28.5¢/kWh, then the market resolves to Yes. Resolution will use Rhode Island’s Residential value in EIA Electric Power Monthly Table 5.6.B, Average Price of Electricity to Ultimate Customers by End-Use Sector, by State, for the year-to-date period through December 2026. Prices are measured in cents per kilowatthour. EIA calculates average retail electricity prices from retail electricity revenue divided by retail electricity sales; they are not individual utility tariff rates.
