Hung Cao must be the first person confirmed by the U.S. Senate as Secretary of the Navy before the applicable date. Serving as Acting Secretary, a presidential announcement of intent, formal nomination, committee hearing or report, cloture, or a scheduled vote does NOT constitute confirmation. If his nomination is withdrawn before a deadline, that market immediately resolves to No.
