Rules

If a listed news source reports before Oct 1, 2026 that China announced an easing of its rare-earth export restrictions affecting the United States during September 2026, then the market resolves to Yes. An easing means a Chinese central authority with export-control jurisdiction, or an official China-U.S. joint statement, announces a rule or policy change that removes a rare-earth export-license requirement, creates or expands a general license or exemption, relaxes a destination, end-user or end-use restriction affecting the United States, or suspends, repeals or extends a suspension of such a restriction beyond its previously scheduled end. The change must either ease restrictions in force at Issuance or extend beyond its scheduled end a suspension already in effect at Issuance, and it must cover U.S.-bound exports or U.S. end users or suppliers. Rare-earth elements and controlled related compounds, alloys, oxides, mixtures and magnets are included. Routine individual license approvals, shipments, negotiations, predictions and restatements of unchanged rules do not qualify. Implementation is not required.
